INSTITUTIONAL, INVESTMENT AND CAPACITY BUILDING CLUSTER

A critical issue for the practical development of these cluster initiatives is the development of the necessary legislative, institutional and regulatory support, as well as the adaptation of European financial and investment models in relation to Ukrainian realities and prospects for EU membership.

At the same time, this requires the formation of new competencies in the field of public administration, and also intensive training of the personnel for managerial roles, including governors and other stakeholders influencing decision-making. Such capacity building efforts should also cover information, innovation and process management, as well as education, requalification and subsequent employment in all areas of energy related clusters, as well as in the area of energy efficiency and broader sustainability…

In addition, this cluster shall also cover digital based projects (many of them already initiated by Slovak partners), in the area of ESG and Circular Economy concepts, Innovation Incubators and Innovative/Innovation Procurement in the form of EGTC mechanisms.
